PROBLEM TO BE SOLVED: To provide a hydraulic shock absorber improved in a degree of freedom of setting a damping characteristic in a low speed range of piston speed. SOLUTION: In the low speed range of piston speed during a contraction stroke of the hydraulic shock absorber 10, oil liquid of a cylinder lower chamber 11b flows into a communication port 20a of a communication disk 20 and it warps an inner circumferential part Y of a slit disk 19 upward. Damping force (small) of a valve characteristic is generated by opening of the inner circumferential part Y of the slit disk 19. Since circumferential tensile force is not generated in the inner circumferential part Y due to a slit 19b of the slit disk 19 and the circumferential part Y is easily warped, a small valve characteristic can be provided in the low speed range of piston speed during in a reverse flow, and the degree of freedom of setting the damping characteristic is improved.
