PROBLEM TO BE SOLVED: To provide a binder with which a single face adhesive tape which binds an opening of a plastic bag or the like can be peeled easily. SOLUTION: An object C to be sealed causes a rotatable forming lever 78 to be rotated, and a tape is inserted in a beak-shaped passage 86 including a cutting means, thereby folding the tape in a longitudinal direction, and then the tape is cut by a cutter edge 68.
