PROBLEM TO BE SOLVED: To carry out smoothly drawing out of a welding wire and winding of the welding wire, to prevent generation of rust of the welding wire. SOLUTION: Sliding treatment is applied to the part coming into contact with the welding wire on the inner face of a flange of a bobbin for winding the welding wire. And rust prevention treatment is applied to the part coming into contact with the welding wire on the inner face of the flange of the bobbin for winding the welding wire.
