PROBLEM TO BE SOLVED: To give functional properties such as sound-insulating and vibration- damping properties, radiation shielding properties, electromagnetic wave shielding properties, magnetic permeability, abrasion resistance or slip resistance to a base such as a metal plate, mortar, a wood plate or a ceramic plate. SOLUTION: A mortar cured layer M1 ' being a cured material of the mixture of a granular material of an electric furnace oxidized slag and a hydraulic inorganic powder is formed on the base S. Therefore the present laminated plate 12 of which the base S is given the functional properties such as the slip resistance, the sound-insulating and vibration-damping properties, the radiation shielding properties, the electromagnetic wave shielding properties, the magnetic permeability or the abrasion resistance, is provided.
