PROBLEM TO BE SOLVED: To provide an aqueous pigment dispersion that is excellent in dispersibility and dispersion stability even in the lower pH range and a process for producing the same and provide an aqueous recording liquid excellent in storage stability, clarity and transparency using the aqueous pigment dispersion. SOLUTION: The aqueous pigment dispersion comprises at least a pigment, an anionic group-containing organic polymer compound neutralized with a basic substance wherein the basic substance is a salt of an amine having an anionic group which shows a stronger acidity than does the anionic group contained in the organic polymer compound. The aqueous recording liquid comprises the aqueous pigment dispersion.
