PROBLEM TO BE SOLVED: To obtain a white electroluminescent polymer compound composed of a carbazole-based polymer compound having further excellent photoconductivity, photovoltaic property, photorefractivity and electric activity than those of a conventional dimer carbazole, and to provide an organic electroluminescent device using the polymer. SOLUTION: The white electroluminescent polymer compound comprises a 3,3'-bicarbazyl structure represented by formula (1) in the main chain. The organic electroluminescent device is obtained by using the electroluminescent polymer compound. The polymer compound overcomes the limit of an existing polymer blend-based resin by introducing an N,N'-substituted 3,3'-bicarbazole structure into a main chain containing the ring structure.
