PURPOSE: An apparatus and a method for transmitting a voice in a mobile communication system based on an all-IP(Internet Protocol) network are provided to decrease an overhead of a traffic in a wireless interval between a UE(User Equipment) and a node B. CONSTITUTION: A UE(400) has a signal processing unit(401) for receiving a telephone number and an IP address, and outputs a header generation command for generating corresponding header information and a protocol stack(403) for receiving the header generation command and generating header information. The UE(400) has a codec(405) for receiving a voice, converting the received voice into voice data, and outputting the voice data as a voice frame with a uniform length, and a physical layer(413) for transmitting the voice frame through the first channel(ch1) and transmitting header information through the second channel(ch2). A node B(420) has a channel element(421) for processing a signal transmitted and received from the UE(400), an interface unit(423) for interfacing the signal transmitted and received through the channel element(421) with internal composing elements, and a frame control unit(431) for controlling frames transmitted and received through the interface unit(423). The node B(420) has a protocol stack(425) for generating header information of a voice frame to be transmitted and received through the channel element(421), a signal processing unit(427) for processing a signal for generating header information under the control of the frame control unit(431), and a header information storing unit(429) for storing header information received from the UE(400).
