PROBLEM TO BE SOLVED: To provide a system for forming methane or methanol by generating a laser beam by the sunlight in the outer space, electrically transmitting the laser beam to the ground or the sea without loss to efficiently obtain light energy, irradiating a device for generating hydrogen with the laser beam to generate the industrially inexpensive hydrogen in high efficiency, and forming the methane or the methanol by using the hydrogen. SOLUTION: A laser-generating device 20 for generating the laser beam by exciting a radiation light in a light rod by the irradiation of the sunlight is set up in the outer space, and the laser beam is transmitted to a light- receiving installation on the ground or on the sea. The hydrogen is generated by irradiating a hydrogen-generating means 10 having a semiconductor electrode and for generating the hydrogen with the light having the wavelength absorbable by the semiconductor electrode or the light after being converted or shifted to the absorbable wavelength by a wavelength-converting means 30, and the methane or the methanol is formed by using the hydrogen by a methane- or methanol-forming means 40.
