PROBLEM TO BE SOLVED: To provide a method for forming an optical waveguide, by which an optical waveguide having an excellent connection with an optical circuit is formed without applying a highly accurate end face processing on the end face of a core at one end of the optical circuit such as an optical fiber or the like. SOLUTION: In the method or forming the optical waveguide, a core layer corresponding to the optical path in a photosensitive resin or a photosensitive component is formed by dipping one end of the optical circuit in the photosensitive resin or the photosensitive composition and irradiating it with light through the optical circuit. In that case, the optical refractive index of the core layer is 75% to 125% of the refractive index of the core of the optical circuit and the end face of the optical circuit is not given a particular flattening process or at least the surface roughness Ra specified in the Japan Industrial Standard(JIS Code) B 0601 is 0.1μm or greater.
