PROBLEM TO BE SOLVED: To provide a metal surface-treatment agent free from chromium, used for imparting superior corrosion resistance, alkali resistance and fingerprint resistance to a metal material, and to provide others. SOLUTION: The metal surface treatment agent comprises cationic or nonionic urethane, acryl, epoxy, polyester, or polyamide resin, a resin compound expressed by the formula (I): (wherein, R<1> indicated -CH2 - or the like; Y indicates H or the formula (II); Z indicates aromatic compound residue or the like; W indicates H or -CH2 X or the like, and X indicates OH or the like), and compounds of Zr, Ti, V, Mo, W, Mn or Ce, while these are blended in the water.
