PROBLEM TO BE SOLVED: To provide a desired spray direction without being restricted to the direction of a fuel injection valve 1 and the direction of an injection hole 3 so as to suppress adhesion of sprayed fuel to an intake valve or the like. SOLUTION: A valve element 5 is disposed slidably in a body 2, and a guide groove 7 is formed in the outer periphery of the valve element 5 so as to add a turning component to fuel. The injection hole 3 formed in the tip of the body 2 has a circular cross section, and the base end 3a is positioned on the center line L of the fuel injection valve but the injection hole 3 tilts with respect to the center line L of the fuel injection valve. The tip surface 8 of the body 2 having the opening injection hole 3 tilts with respect to the center line M of the injection hole, and the opening edge 3b of the tip of the injection hole 3 faces to the tilting surface. The fuel spirally flows into the injection hole 3, so that the center line F of the spray largely tilts with respect to the center line L of the fuel injection valve.
