PURPOSE: An apparatus for compensating a transmitting and receiving signal and a method therefor are provided to measure a level of the transmitting and receiving signal when the difference is considerably generated in the level of the transmitting and receiving signal, obtain an average level value of the transmitting and receiving signal, and compensate a signal level to adapt a signal level of a lower side generated by loss and other influence to the average level value of both sides. CONSTITUTION: The first PCM(Pulse Code Modulation) signal compensating unit(100) receives a sampled PCM input signal from a PCM codec, receives a threshold value of a PCM reference signal, compares the received two signals, mixes the two signals, and transmits a PCM signal in which a gain is compensated to a vocoder. The second PCM signal compensating unit(200) receives a sampled PCM output signal from the vocoder, receives the threshold value of the PCM reference signal, compares the received two signals, mixes the two signals, and transmits a PCM signal in which a gain is compensated to the PCM codec. A PCM reference signal threshold value adjusting unit(300) receives an average gain value of the PCM input signal and an average gain value of the PCM output signal from the first PCM signal compensating unit(100) and the second PCM signal compensating unit(200), calculates a threshold value of the PCM reference signal using threshold values of the two PCM signals and a previous PCM reference signal, and transmits the calculated threshold value of the PCM reference signal to the first PCM signal compensating unit(100) and the second PCM signal compensating unit(200), respectively.
