PROBLEM TO BE SOLVED: To provide an apparatus and a method wherein the compressive strength of a concrete structure or the like whose acoustic elastic waves are attenuated extremely is estimated with satisfactory accuracy. SOLUTION: The acoustic velocity of a specimen is measured by sweeping the frequency of pulse acoustic elastic waves and that of the acoustic elastic waves. A prescribed acoustic velocity is used as a threshold value. In a measuring range at the threshold value or lower, first correlation data on a pulse acoustic velocity-to-a compressive strength is stored in a database 108. In the measuring range exceeding the threshold value, second correlation data on a frequency sweep acoustic velocity-to-a compressive strength is stored in a database 113. A compressive-strength estimation mechanism 107 estimates the compressive strength with reference to a measured value by using the first correlation data when the acoustic velocity measured by the pulse acoustic elastic waves is the threshold value or less, and it estimates the compressive strength with reference to a measured value by using the second correlation data when the acoustic velocity measured by the frequency-sweep acoustic elastic waves exceeds the threshold value. By using the two acoustic measuring methods properly, the accuracy of the compressive strength is increased.
