PROBLEM TO BE SOLVED: To provide a flame-retardant processing agent for imparting polyester- based synthetic fiber with sustainable flame retardancy in post-processing step without occurrence of any chalk mark. SOLUTION: This flame-retardant processing agent for polyester-based synthetic fiber comprises (A) a polyester derived from (a) an aromatic dicarboxylic acid or an ester-forming derivative thereof, (b) a diol component and (c) a phosphinic acid derivative of the specific general formula and (B) at least one organic compound selected from phosphates, sulfates and sulfonates and having the surface tension of its 1 mass% aqueous solution of >=55 mN/m at 25 deg.C.
