PROBLEM TO BE SOLVED: To provide a stable polyorganosiloxane emulsion composition excellent in humectation and smoothness to exhibit cosmetic functions and a raw material for a cosmetic comprising the emulsion composition. SOLUTION: The polyorganosiloxane emulsion composition comprises (A) a polyorganosiloxane, (B) an N-acylalkyltaurin and/or a salt thereof and (C) water, where the content of a cyclic organosiloxane oligomer in the component (A) is 3.5 wt.% or less. The raw material for a cosmetic comprises the polyorganosiloxane emulsion composition.
