PROBLEM TO BE SOLVED: To provide a boring device which can recover chips while preventing the leakage of the chips outside during boring and a boring method using the device. SOLUTION: The rear end side of a core bit 11 in which a bit 11a for boring an object 20 is fitted to the tip of a cylindrical shank 11b is connected to the rotation driving shaft 41 of a rotation driving device 24 to close the end side, a communication hole 60 for making the inside and outside surrounded by the shank 11b of the core bit 11 is formed, and a dust collecting apparatus 12 for sucking fluid inside of the core bit 11 through the hole 60 is fitted to the outside opening part 60a of the hole 60.
