PURPOSE: A roaming service system in a CDMA(Code Division Multiple Access) service area as to a GSM(Global System for Mobile communications) service subscriber and a short message terminating method thereof are provided to use a service for performing a roaming using a CDMA network by installing an SIM(Subscriber Identity Module) with a GSM type in a CDMA terminal. CONSTITUTION: A CDMA system(100) includes a CDMA HLR(Home Location Register)(120) for connecting to a CDMA network(110) and storing position information of a subscriber and service information, and a CDMA MSC(Mobile Switching Center)(130) for connecting to a CDMA terminal(150) in which an SIM card used in a GSM service area is installed and performing a call connection function as to the CDMA terminal. An IRGS(International Roaming Gateway System)(300) connects between the CDMA system(100) and a GSM system(200), and performs a short message conversion between the CDMA system(100) and the GSM system(200).
