PROBLEM TO BE SOLVED: To provide water-absorbing sheet for pets that can absorb urine all over the face of the sheet in no need of using the surface sheet and can simplify the production steps, provide the production facilities and production process therefor. SOLUTION: The water-absorbing sheet comprises a back face sheet 11 made of a waterproof sheet and the water-absorbing sheet 15 that has water- absorption properties and the surface of the back face sheet 11 is fused to the back face of the absorbing sheet 15. As the back face sheet 15 is fused to the water-absorbing sheet 11 and they are completely fixed, the absorption sheet 15 is never peeled from the back sheet 11. Since they need no adhesive, the water absorption of the absorption sheet 15 is never deteriorated. Accordingly, the surface sheet can be omitted and the adhesive can be saved. In addition, as the step for attaching the surface sheet and the step for applying the adhesive can be omitted, the production process can be simplified and the production cost can be lowered.
