PURPOSE: A method for the payment through an electronic cash IC and an RF(Radio Frequency) card by using a personal mobile phone is provided to increase the gains of a database service company, a communication company, and the users and to offer the convenience in the payment without the real cash. CONSTITUTION: An electronic cash IC user(1) pays money by the electronic payment by using the personal mobile phone(1a). The IC card or the RF card issued by the database service company is contacted to the personal mobile phone. The payment information is put into a database server of the database service company through the Internet(10). A result of the payment is transmitted to a member store terminal(4) or an appointed terminal. The payment information through an IC public phone terminal(1b), a bus fee terminal(1c), and a subway fee terminal(1d) is transmitted to the database server via an IC public phone database server(2a), a bus fee database server(2b), and a subway fee database server(2c). A financial organization, a credit card company, a payment company, and the database service company(3) exchange the payment information for the collection of the money deferred or paid in advance. A security authentication server(8) performs an authentication process.
