PROBLEM TO BE SOLVED: To provide a water treater that suffers little clogging of a filter membrane and can stably treat water containing organic matter. SOLUTION: An apparatus is provided which filters water containing organic matter by using a filter membrane 11 and is provided with a powdery photocatalyst (TiO2 ) to be mixed with the water, a light source 17 that irradiates the water/photocatalyst mixture, and a gas feeder 18 that feeds a gas into the membrane 11.
