PROBLEM TO BE SOLVED: To enhance the reliability of a shaft seal member in a high concentration washing solution generation means. SOLUTION: A detergent dissolving chamber 21c is provided with a cylindrical part 21b erected inwardly on the circumference of a part, pierced by a drive shaft, of the bottom part of the chamber 21c and the cylindrical part 21b houses the shaft seal member 57 for sealing a clearance between the inner circumferential surface thereof and the outer circumferential surface of the drive shaft. A clearance 50d between the top surface of the shaft seal member 57 and the lower surface of a detergent agitation blade 50 forms an air chamber into which no water is infiltrated even when the water is supplied into a storage part from a water supplying means.
