PROBLEM TO BE SOLVED: To provide a nitrogen in drainage removing method by a packing layer capable of sufficiently removing nitrogen using an organic substance is SS as an resource even in the case of the drainage of BOD/N<=3. SOLUTION: The packing layer 8 of a hollow cylindrical carrier preferably comprising hydrophilic polyurethane having an outer diameter and a length of 5-20 mm is formed in nitrogen-removing tanks 2, 4 for carrying out a nitration/nitrogen removal of the drainage containing SS. A part of SS in the drainage is captured by this packing layer and the nitrogen removal is carried out using the organic substance in the captured SS as the resource.
