PROBLEM TO BE SOLVED: To provide a method for manufacturing a recycled building/civil engineering material by safely stabilizing inorganic sludge so as not to impart injury to the living environment, a manufacturing apparatus therefor and a process for continuously manufacturing the building/civil engineering material in large quantities. SOLUTION: An inorganic acidic neutralizing material (acidic mixture based on iron oxide, sulfuric acid and calcium sulfate) is used for neutralizing and solidifying shield sludge generated accompanied by building construction, bentonite sludge, incineration ash of urban refuse or industrial waste, sewage sludge or dredged sludge from rivers, lakes and marshes and a sea area or inorganic sludge generated accompanied by other production activity. Further, a metal catalyst for accelerating neutralization and solidification is used.
