PURPOSE: An optimum damping effect of a seat belt webbing load is achieved by changing size and number of grooves and elastic force, thereby minimizing damage of passengers. CONSTITUTION: A leaf spring(15) is supported in inner upper side of a frame(13a). The frame supports a central shaft(12) of a spool(11) wound with a seat belt webbing(20). A ball part(14) is formed with the leaf spring. A groove(11a) is formed opposite to the ball part, and is formed in one side of the spool. A cylinder device(30) is formed in lower part of the spool, and is connected with a wire wound within a tube(40) installed in another frame(13b). The cylinder device is connected with an inflator(50), thereby moving a piston rod(31) to one side by explosion of a gunpowder. A protruding part(31a) is formed in upper side of the piston rod to move the spool to one side.
