PROBLEM TO BE SOLVED: To avoid a pipe from clogging with an object to be removed which enters in the pipe and is solidified in the pipe in the case the object to be removed precipitated in a bottom part of a tank is recovered. SOLUTION: An opening and closing plug 31 is installed in a portion to connect the pipe 16 to the bottom part of the tank 1, and until precipitates 27 precipitated in the bottom part of the tank 1 are recovered, the opening and closing plug 31 is closed to prevent the precipitates 27 from entering in the pipe 16. The opening and closing plug 31 can be opened or closed by turning a handle 33, so that the opening and closing of the opening and closing plug 31 can be performed in the outside of the tank.
