SOLUTION: A different monitoring terminal sets a state E2 corresponding to an external connection input address A2 as a flag. In the case of receiving on/off data from a switch terminal by using an input address A1, a connection controlling part 10b selects either a first connection address A3 or a second connection address A4 in accordance with the contents of the state E2. A terminal processing part 10a uses the selected address between the first and second connection addresses A3 and A4 and transmits an event inputted according to the input address A1 to a different control terminal.
