PROBLEM TO BE SOLVED: To provide a signaling gateway system which enables elimination of waste of address resources and control of a change over/back in signal networks without decreasing a call processing capability in an application server. SOLUTION: A signaling gateway 20 performs transport layer control for transferring signaling massages, routing of signaling massages between links on line and associations/streams using routing table, and the conversion of a transport protocol for transferring the signaling massages. A network management server 10 performs a centralized management control of the network of signaling links which are housed in signaling gateways 20 to 2n, and the management for setting a routing table for the signaling gateways 20 to 2n.
