PROBLEM TO BE SOLVED: To widen the lead-in frequency of a PLL block. SOLUTION: A wobble signal period detector 86 detects the period of a wobble signal, that is a rotational speed, supplied from a comparator 63 and outputs it to a 1/M counter reference generator 83. The generator 83 generates the signal of the lead-in frequency of the PLL block 91 based on a signal inputted from the detector 86 and outputs it to the block 91. The block 91 is capable of generating the PLL clock corresponding to the rotational speed of a disk based on a signal inputted from the generator 83 even in a state where the rotational speed of the disk does not reach a regulated speed.
