PROBLEM TO BE SOLVED: To perform only an essential handover by considering the proceeding direction of a mobile station and without inviting a traffic increase in control information. SOLUTION: When a mobile machine 12 mounted on a vehicle 1 performs a handover, the mobile machine 12 notifies a car navigation system 11 of the effect that cells are exchanged. The car navigation system 11 transmits cell edge information with position information attached thereto to a roadside machine control server 51 through a roadside machine 31. The roadside machine control server 51 distributes cell edge information to a corresponding roadside machine 32, seen from the position information, and makes the roadside machine 32 notify a vehicle 2 traveling through of the cell edge information. A car navigation system 21 of the vehicle 2 transmits to a mobile machine 22 an instruction to perform a handover of only cells necessary for a route calculated from a destination on the basis of the cell edge information received from the roadside machine 32.
