<p>PROBLEM TO BE SOLVED: To provide a method and a system where whether a citizen arriving at an arbitrary voting site is a voter or not can be confirmed. SOLUTION: In the system, the citizen attempting to vote inserts his citizenship card 206 which he brought into a referral terminal 205 and a PIN code to access to the information inside the citizenship card is entered to a PIN code inputting device 207 connected to the referral terminal 205. When the inputted PIN code is correct, the personal information in the card is read out, coded by a disclosure key 204 contained in a disclosure key certification 203 derived from the election administration center 200 and transmitted to a voter referral server 210 in a municipality system 209 via a network 208. The discrimination of whether or not the citizen specified by the received coded voter information is a voter or not is made and when he is a voter, whether he has already finished voting or not is discriminated and the referred result is transmitted to the referral terminal 205.</p> |
