PROBLEM TO BE SOLVED: To improve the communication performance of an HSDPA(high speed downlink packet access) even when the ratio that radio terminals in a DHO state occupy becomes large. SOLUTION: A radio terminal 10 is provided with a measuring means 12 for measuring respective received radio field intensity of a first radio communication signal (A-DPCH signal) in a DHO state, a first transmitting means 15 for transmitting a control signal (TPC command) that controls transmission radio field intensity of the first radio communication signal to a radio base station 20A, a calculating means 13 for calculating a comparison value between the total received radio field intensity of the first radio communication signal from radio base stations 20A to 20C and the received radio field intensity of the first radio communication signal from the radio base station 20A, and a second transmitting means 14 for transmitting the comparison value to the radio base station 20A. The radio base station 20A is provided with a controlling means for controlling the modulation method and encoding ratio of a second radio communication signal (HS-DSCH signal) in accordance with the control signal and the comparison value.
