PROBLEM TO BE SOLVED: To provide a device for monitoring the quality of a picture in transmission for executing remote monitoring, by extracting feature values from a transmission side and reception side capable of validly assessing an MSE(mean square error) with a small extracted amount (therefore, leading to a low speed operation of a line of a central monitoring unit). SOLUTION: A first feature value extracting part 4 extracts a feature value from a picture transmitted from a transmission side 2, and a second feature value extracting part 5 extracts a feature value from a picture received by a reception side 3. The extracted feature values are respectively transmitted through low speed lines 6 and 7 to a central monitoring unit 8. In the central monitoring unit 8, an MSE is assessed from these data by an MSE assessing part 8a. The first and second feature value extracting parts 4 and 5 divide an input picture into blocks, subject the blocks to an orthogonal transformation, or subject the blocks to PN sequence multiplication before the orthogonal transformation, and extract and output orthogonal transformation coefficients. The MSE assessing part 8a calculates the differences between the corresponding coefficeints on the transmission side and the reception side, squares the differences, adds the squared differences or every coefficient or every block, and assess the MSE based on the added values referred to a table.
