PROBLEM TO BE SOLVED: To reliably reproduce data of MPEG 2-PS recorded in conformity with the specification of a CD-ROM from the head of an encode unit by accessing by sector. SOLUTION: When recording encoded data on a recording medium divided into sectors and accessible on sector basis, a packet is created by dividing the encoded data into sections of a predetermined length, adding a header to the sections and creating a pack by further adding a header to the packet, an encode unit is stuffed in each packet when recorded and the position of a complete unit at the head of a sector is indicated by a pointer. By using the pointer, it is possible to know the position of the encode unit which is a complete encode unit. Thus, it is possible to immediately start decoding at the head of the encode unit. The length up to the head of the complete encode unit can be identified by a sector number if the encode unit has a fixed length.
