And the information received from the person who discloses information is judged whether it is credible or not by comparing the credit information of the person who discloses information obtained from the credit information control device 20 and each information received from the person who discloses information, only when the information is judged to be credible, the information received from the person who discloses information is judged whether it satisfies the condition for allowing the mark issue or not.
