PROBLEM TO BE SOLVED: To detect a mixing ratio and to detect a motion vector. SOLUTION: A weight generating part 422 generates a plurality of weights. Between each of pixels in a concerned frame and each of pixels in an adjacent frame adjacent to the concerned frame, a weighting frame difference calculating part 423 calculates a weighting difference based on the weights. A motion vector generating part 426 generates a plurality of motion vectors. According to the motion vectors, a motion compensating part 424 relatively aligns the weighting difference of the concerned frame and the weighting differenced of the adjacent frame. A correlative value calculating part 427 calculates the correlation between a concerned block composed of a plurality of pixels in the weighting difference of the concerned frame and a correspondent block composed of a plurality of pixels in the weighting difference of the adjacent frame. A maximum value deciding part 428 detects the weight and the motion vector which has the maximum correlation.
