PROBLEM TO BE SOLVED: To provide an image processing unit that identifies a background image area, an image area of a moving object and an image area where an intermingled image takes place. SOLUTION: A mixing ratio calculation section 103 extracts pixel data of the surrounding frames corresponding to a target pixel of a target frame of the image data as background pixel data corresponding to a background object, extracts the target pixel data of the target pixel existing in the target frame, generates a plurality of relations denoting relations between the target pixel data and the background pixel data, and detects a mixing ratio denoting a missing state of objects on the basis of the relations. An area identification section 104 assigns the detected mixing ratio to the relations to calculate a prediction error so as to judge whether an area to which the target pixel belongs is a covered background area, an uncovered background area, a foreground area or a background area.
