A thermoelectric cooling element (8) includes a semiconductor layer (12) sandwiched between two plates. The cooling element is flexibly and sealingly framed along its outer perimeter in a carrier such that an insulating contact surface of one of the plates directly contacts a cooling liquid passing through a channel. The carrier and the contact surface define a wall of the channel (11). An Independent claim is included for carrier.
