PURPOSE: An apparatus and a method for manufacturing rolled rebar are provided in which the cost of equipment is reduced as a separate ring made of steel reinforcing bar, cumbersome process for removing a ring welded later, and collecting device and facility related with moving of steel reinforcing bar for welding and connection are not required. CONSTITUTION: The apparatus and method for manufacturing rolled rebar comprises a hopper(2) for injecting steel reinforcing bar(13) into the upper part of the containers(1); a plural laterally wide containers(1) the lower part of which is rotationally fixed to a rotation shaft(3), and in each of through holes of the upper part of which an opening and closing means comprising an anchor operated by solenoid is installed; a guide(8) that is installed at the lower side of the containers(1); a stopper for providing waiting position of steel reinforcing bar(13) at the end of the guide(8); a steel band(12) that is continuously moved by rotation of a feeding roll(11); a cutter(14) for cutting the steel reinforcing bar(13) and steel band(12) to a designed length; up and down forming rollers(18) and forming guides(9) comprising ascending and descending means(17) that are installed at the front part of the steel band(12) to form a bobbin having rib; a knotting means for knotting the steel reinforcing(13) that is stationed on the steel band(12); a transfer means for transferring the steel band(12) onto which the steel reinforcing bar(13) is welded or bound; sheet supply roll(31) and sheet cutter(32) for supplying a sheet(33) on the steel reinforcing bar(13) transferred; a binder(22) for binding the rolled rebar transferred with wire; and a lever(27) on which an actuator(26) is mounted to support the bound rolled rebar and drop the rolled rebar.
