PROBLEM TO BE SOLVED: To arbitrate bus usage requests while preventing a system from breaking down or being in failure, without presetting priority for a bus usage in a bus master. SOLUTION: A bus usage rate measurement means 11 of the bus arbitration circuit 10 measures bus usage request rates from respective bus masters and sends the bus usage request rates to a comparator 12-2. The comparator 12-2 compares measured values of the bus usage request rates from the bus usage rate measurement means 11, with the threshold of a bus usage request rate fetched from a set value storage part 12-1. When the measured value of the bus usage request rate of a bus maser 20-1 is higher than the threshold, a mask pulse rate is determined on the basis of the measured value of the bus usage request rate, and is sent to a mask pulse generation part 12-3. The mask pulse generation part 12-3 generates a mask pulse, on the basis of the mask pulse rate and sends the mask pulse to bus masters 20-2 to 20-n, which are other than the bus master 20-1.
