PROBLEM TO BE SOLVED: To enable vending anytime by eliminating a vending time regulation by discriminating whether a purchaser to utilize an automatic tobacco or alcohol vending machine is a minor or not. SOLUTION: An IC card health insurance certificate, with which a health insurance certificate is made into IC card, is issued by each of health insurance association or municipalities. A health insurance card number, a date of birth, an address and a fingerprint or the like are registered on the IC card health insurance certificate. For a user to purchase tobacco or alcohol, first of all, the IC card insurance certificate is read by the automatic vending machine, afterwards, the fingerprint is read by the fingerprint input part of the automatic vending machine for identity confirmation, it is confirmed whether the user is a legal owner of the IC card health insurance certificate, and it is decided from the date of birth whether the user is an adult or not. Thus, tobacco and alcohol can be vended for 24 hours by the automatic vending machine. By making the insurance certificate, which is carried without fault, into IC card, there is the merit that the identity can be proved as well. |
