PROBLEM TO BE SOLVED: To provide an effective message as needed corresponding to attributes of a receiver being the address of a message existing in the vicinity a message displaying part (outputting part) 20 concerning a message display device for displaying a predetermined message by an individual or an advertiser. SOLUTION: A mobile terminal information collecting part 31 collects position information of a mobile terminal and attributes information of its owner, and a message selecting part 43 selects a prescribed message to be transmitted to the owner of the mobile terminal 10 existing within a prescribed area with the position of the message outputting part 20 as reference on the basis of the position information and the attributes information.
