PROBLEM TO BE SOLVED: To inform a user of a state of a network device as required by electronic mail even when a response from a network device is completely lost. SOLUTION: A response request instruction is transmitted to the network device at prescribed timing and a response state of the network device to the response request information is stored. The previous response state is read from a storage means (S801), whether or not the response is returned is judged (S802), when the response is returned, whether or not the response is returned this time is further judged (S803). When the response is lost here, an electronic mail that the response of the device is lost is created (S804) and transmitted (S807). On the other hand, when the response is returned this time (S805) though no response is returned in the previous time, an electronic mail that the device is restored is created (S804) and transmitted (S807).
