PURPOSE: An apparatus and a method for transmitting a TFCI(Transport Format Combination Indicator) for an HSM(Hard Split Mode) in a code division mobile communication system are provided to encode and decode the TFCI having various input information bits and output code symbols using one encoder/decoder structure. CONSTITUTION: The first encoder(400) encodes inputted k bits into 32 bits, generates the first encoding bits, corresponds to the k value, punctures the first encoding bits by a specific mask pattern, and outputs 3k+1 bits. The second encoder(405) encodes inputted 10-k bits into 32 bits, generates the second encoding bits, corresponds to the 10-k value, punctures the second encoding bits by the specific mask pattern, and outputs a 3(10-k)+1 bit stream.
