<p>A system (10) and method that encodes information into a video signal by substituting luminance information within the video signal with a modulated frame of content data on one or more lines of the active portion of the video signal to provide an additional information channel on the video signal. A modulation and video synchronization circuit (32) converts content data into at least one modulated frame of content data having video synchronization information.
