PURPOSE: To provide a CDMA system where a base station supervises transmission power of an outgoing signal sent from the base station to mobile units so as to detect the presence of a faulty mobile unit in a reception system and prevents unnecessary increase in outgoing transmission power due to an outgoing transmission power increase request from the faulty mobile unit, so as to reduce disturbance on communication of other mobile units. CONSTITUTION: A base station Node B reports transmission power of an outgoing signal sent to mobile units UE to a base station controller RNC. When a state of the transmission power of the outgoing signal exceeding a preset threshold continues for a prescribed time, the base station controller discriminated that a mobile unit is faulty and registers the faulty mobile unit to a mobile unit management database DB. The base station controller sets target communication quality lower than the ordinary communication quality to mobile units, with respect to a call connection request from the faulty mobile unit. When increase in the outgoing transmission power is requested, even when the target communication quality of the mobile units is selected lower, the base station controller rejects a call connection request from the faulty mobile unit.
