PURPOSE: A method for preparing an aromatic polycarbonate with high polymerizability and a device therefor are provided which produce the polycarbonate by postpolymerization of polycarbonate prepolymer prepared by melt transesterification of carbonate ester and diol compound using a horizontal tube reactor. CONSTITUTION: The device comprises (a) a horizontal tube reactor comprising: (i) a cylindrical housing(4); (ii) a shaft(3) which is installed in the cylindrical housing to rotate; (iii) many rotating plates(5) which are vertically installed on the shaft; (iv) an inert gas injecting pipe(10) which injects preheated inert gas to each compartment(12); (v) an exhaust port(11) which is installed on top of the housing to discharge the reaction side product and the inert gas; (vi) a prepolymer supplying port(2) which is installed on one side of the housing to injects the prepolymer to the housing; (vii) an outlet(9) which is installed on the other side of the housing to discharge polymer product; and (viii) a heating means which is located on the outer circumference of housing to heat the housing; and (b) an inert gas pre-heater(8) which is installed by being connected to the inert gas injecting pipe.
