PURPOSE: A free roll transfer device is provided to improve loading efficiency and cut down the manufacturing cost by simplifying the structure. CONSTITUTION: A free roll transfer device comprises a pipe(40) having stepped cone units(41) with a predetermined height formed on the hollow inner wall of both ends; a shaft(50) installed in the center of the pipe; end plates(51) fixed on the shaft of the stepped cone unit position; plural round bars(52) installed on the stepped cone units of the end plates to be rolled; and a protrusion-preventing member. The protrusion-preventing member prevents the round bar from projecting outside the end portions of the pipe by making the other side fixed.
