SOLUTION: This radio controller for a movable cart having a movable cart 101, a ground side controller 102, ground side radio communication equipment 103, cart side radio communication equipment 106, a movable cart driving part 109 and a movable cart controlling part 110 for controlling the driving part 109 according to an instruction from the ground side controller 102, has an environment map storing part 112 for storing obstacle information as an environment map, a receiving intensity detecting means 111 for measuring receiving intensity of the truck side radio communication equipment 106 and writing a virtual obstacle in the environment map storing part 112 while considering that movable cart 101 comes close to and comes into contact with the virtual obstacle in the case the receiving intensity falls below a fixed value, and an obstacle avoiding device 113 for approaching the destination while avoiding the virtual obstacle on the basis of the information in the environment map storing part 112.
