摘要 PROBLEM TO BE SOLVED: To manufacture a permeable material which is strong even if aggregate is thinly coated for adhesion with a low-viscosity adhesive. SOLUTION: In the first step, a gel binder is made in such a manner that a substance, which is used for a frame while serving as a substance becoming a net in the second step, is put for uniform integration into the fluid adhesive on the strength of thixotropy serving as an existing technology. In the second step, a product is manufactured by fluidifying the aggregate, charging the binder made in the first step, laying the net on a surface of the aggregate, and making the surface of the aggregate and a surface of the frame thinly coated for adhesion with the adhesive, which is fluidized and made low viscous, through the net of the gel substance on the strength of the thixotropy. The laying and compaction of the product on a roadway bring about a permeable pavement, and pouring the product into a form brings about a permeable interlocking product.
