PROBLEM TO BE SOLVED: To provide a seal ring and a bearing which improves a balance of centrifugal force working on a contacting lip and a dust lip and prevent deteriorations of sealing performance and a useful life of bearing, and equip a projection in a side end of the inner periphery of the seal rig body towards the inner direction to form a subsidiary lips and have a gap between the subsidiary lips and an end of a step part of the inner ring groove. SOLUTION: An end portion of inner diameter of a rolling bearing with core metal is located in a seal ring main body made of elastity to set the location to a volume and a diameter direction so that centrifugal force caused in a contacting lip 23 and a dust lip 24 becomes almost equal and set it in a location that a section 2 of core metal bottom side of lip waist 25 between a seal ring main body 21 and two lips and a core metal edge surface 27 draws near and all or almost of them confront each other.
